The new ramp was removed to prevent it from being washed out to sea. The ocean had already pulled all the sand out from underneath it... there is currently a substantial drop-off from the walkway down to the beach.

See how the snow fence on the left is suspended in mid-air? The bottom used to be buried under the sand. That's how much sand has already been washed out from the beach.
